The 27th IEEE International Conference on Electronics Circuits and Systems (ICECS) is the flagship conference for the Region 8 of the IEEE Circuits and Systems Society. IEEE ICECS 2020 will be held virtually from November 23 to 25, 2020.

Welcome to the 2020 ICECS conference, 27th IEEE International Conference on Electronics Circuits and Systems in Glasgow, Scotland! the first to be held as in virtual form.
I am Hadi Heidari and with Elena Blokhina we are this year's ICECS conference general co-chairs.
I'll be honest this is not the welcome I was expecting to give you. I mean what a year but in the face of all of the challenges that 2020 has brought I'm so grateful for the tireless efforts of the organizing committee the scientific committee, and reviewers, along with the flexibility of all of our contributors to make the turn to a virtual event.

Dear colleagues and friends,
I am Elena Blokhina, a professor at University College Dublin. Along with Hadi Heidari we are the general co-chairs of ICECS 2020 and together with a wonderful organizing committee, we have created what we hope will be a conference to be remembered for many years to come.
The year 2020 has seen major technological development in the field of circuits and systems including Human-centric Society, Sustainable Computing and Systems, Energy-aware systems, Nanosatellite and IoT, Smart Systems for Automotive, Lab-on-CMOS, Wearable and Implantable Devices. These topics, fundamental and practical, technological and societal, are the focus of the 27th ICECS with its 3 keynotes, 4 tutorials, and close to 240 technical contributions. In addition, we have 2 exciting panels of Young Professionals and Women in Circuits and Systems (WiCAS).
This year’s conference is being run under exceptional circumstances. We started planning for Glasgow’s ICECS nearly 2 years ago. The expectation was to run this in Glasgow with an expected attendance close to 400 participants and prepared for a conference that maintained ICECS excellent technical standards and fun social events. Following much debate with IEEE Circuits and Systems Society and ICECS Steering Committee, we decided to proceed with the conference in the present realized alternative format. This was not without its own challenges.
We believe we have created both an exciting programmed and conference structure which was designed to stimulate discussion and participation of attendees from different corners of the world. Our sessions will be live and while all papers are required to have a video presentation the conference sessions will have life in them, presenters will be there to answer questions and technical discussions will be encouraged.
We certainly encourage all participants to attend and engage with sessions as-though you were here in person. We do understand restrictions may be imposed by your time zone, however, the programme has been designed to minimize such problems.
The Virtual Platform we are using has many features to allow you to contact and network with other attendees. Please do engage with ICECS 2020 as fully as you would if you were in Glasgow in person. We hope that the use of the virtual conference technology will pave the way for different types of future conferences that can integrate physical and virtual giving wider opportunities to those who would find it normally difficult to attend in person.
Hadi and I would like to thank the honorary chair of the conference, the TPC chairs Sara and Dimitri for their hard work, dedication and initiative.
We conclude by reflecting that better times will come, and we sincerely hope that in the not too distant future you will come and visit us in Glasgow.
We look forward to seeing you virtually at ICECS 2020, which I am sure that it will be not only exciting technically but also good fun.
